Project-based learning ends with a tangible product built over several weeks; problem-based learning ends with a reasoned explanation of an open-ended problem, usually worked through in a shorter, more contained session. Where each one came from
Problem-based learning was formalised at McMaster University's medical school in the 1960s, as a reaction against pure lecture-based teaching. Trainee doctors were given a realistic patient case with incomplete information and had to work out what they needed to learn, then go and learn it, before returning to solve the case. The problem comes first; the content is discovered because the problem demands it.
Project-based learning has messier, older roots — progressive education theorists like John Dewey argued for "learning by doing" a century ago, and the modern version was popularised in the US school system, with the Buck Institute for Education (now PBLWorks) becoming its main advocate. The one thing they share
Neither works well if the child is simply told the answer. A project where the teacher specifies every step stops being a project; a problem where the group is given the method up front stops being a problem to solve.
