Every serious exam system treats paper security and exam-hall integrity as fundamental, but the scale of the measures varies enormously — from the UK's rulebook-and-invigilation approach, through to South Korea halting flights nationwide during its university entrance exam, to China's Gaokao using biometric checks and signal-jamming. The common driver isn't culture, it's how much weight a country puts on a single sitting: the more that rides on one exam day, the more visible the security becomes.
Exam security rarely makes the news in the UK, which is itself telling — it works quietly, through a shared regulatory framework rather than dramatic measures. Elsewhere, security is highly visible precisely because a single exam day can determine a young person's entire academic and professional trajectory. Understanding both ends of that spectrum helps explain why.
How the UK approach works
In England, Wales and Northern Ireland, exam security across all five awarding bodies is coordinated through the Joint Council for Qualifications (JCQ), which sets shared regulations that every exam centre and board must follow. This covers the practical chain of custody — secure delivery and storage of question papers at schools and colleges, packaging that must remain sealed until the exam starts, controlled access to papers beforehand — as well as detailed malpractice rules covering both staff (for example, rules on how much support an invigilator or scribe may give) and candidates (rules on unauthorised materials, devices and collusion). Suspected breaches are formally investigated, and consequences can range from a warning to withholding or disqualifying results. South Korea's Suneung: a nation organised around one exam day
South Korea's Suneung, the national university entrance exam, is the starkest example of a system built around a single high-stakes sitting, and the security and logistics around it reflect that. On exam day, a roughly 35-minute nationwide flight ban is imposed during the English listening component so aircraft noise can't disturb test-takers, with a large number of domestic and international flights rescheduled around it. Offices and businesses are asked to open later to reduce road traffic so that over half a million candidates can reach test centres on time, and thousands of police officers are deployed nationwide to help students get there, sometimes providing transport to latecomers. None of this is really about cheating prevention in the way JCQ rules are — it's environmental protection for a test whose outcome shapes university entry, and by extension career paths, in a way UK families would find unfamiliar given the UK's modular, resit-friendly structure.
China's Gaokao: layered technical security
China's Gaokao operates at a similarly high-stakes single-sitting scale, and its security measures are more explicitly technological. Reported measures at test centres include biometric identity checks, metal detectors and facial recognition, and signal-jamming to block unauthorised communication devices during the exam itself. During the paper-setting process, the small team that writes the exam is reportedly kept isolated from outside communication, with only monitored landlines available, precisely to prevent leaks before the exam is even sat.
Even with these measures, incidents occur and are publicly acknowledged: authorities have investigated and, in some cases, disputed reports of leaked papers circulating online, more often finding that what spread was a photograph taken inside the exam hall (a form of cheating, not a leak of the paper beforehand) rather than a genuine pre-exam compromise. China's state media has also reported cases of candidates attempting to use smartphones or breach signal-jamming to seek outside help during the exam, with test centres and invigilators facing consequences when this is discovered.
Singapore: a fourth model, closer to the UK than to Korea or China
Singapore is a useful middle case to add to this comparison, because it shows that a country can concentrate real stakes into national exams — the Singapore Examinations and Assessment Board (SEAB) administers the PSLE at the end of primary school and O-level and A-level examinations later on, all genuinely consequential for a student's subsequent school placement — without adopting the more visible, technology-heavy security apparatus seen around China's Gaokao or the nationwide logistics operation around Korea's Suneung. SEAB's approach is closer in spirit to JCQ's: secure printing and distribution, invigilation standards, and clearly published rules on malpractice and misconduct, enforced through the exam administration rather than through biometric checks or airspace restrictions. This matters for the wider pattern this article draws out — stakes concentration alone doesn't fully predict how visible a country's security measures will be; institutional history and administrative culture clearly shape the choice of how to protect an exam, even among systems that agree the exam itself is high-stakes.
What actually happens when a UK student is caught cheating
It's worth making the JCQ malpractice process concrete rather than leaving it abstract. If a candidate is found with an unauthorised device (a phone is the most common example), found to have brought in unauthorised notes, or is suspected of colluding with another candidate, the exam centre is required to report it to the relevant awarding body under JCQ's shared regulations, regardless of which of the five boards is involved. An investigation follows, which can include statements from the candidate and invigilating staff; outcomes range from a warning with no grade penalty (where the material was clearly not used), through loss of marks for the affected component, up to disqualification from the whole subject or, in serious or repeated cases, from all of a student's qualifications with that board in that series. Does more visible security mean less actual cheating?
This is a fair question the comparison above doesn't answer, and it's worth being honest that it can't be answered cleanly from the outside. More visible security — biometric checks, signal-jamming, flight bans — could mean a system is responding to a genuinely higher underlying risk of cheating; it could equally mean a system has simply chosen to be more publicly demonstrative about protecting an exam that carries enormous social and family stakes, independent of whether the underlying cheating risk is actually any higher than in a quieter system like the UK's. China's own reporting on suspected Gaokao leaks — usually concluding that what circulated was a photograph taken during the exam rather than a genuine pre-exam leak — suggests the visible security measures are, at least in the cases publicly discussed, working as intended rather than failing routinely. But this article can't respectably conclude that Gaokao candidates are more prone to cheat than JCQ-regulated ones, or the reverse; the honest position is that visible security intensity reflects how a system has chosen to manage the perception and consequence of a security failure at least as much as it reflects the underlying frequency of attempts.

The pattern across all three is consistent: security intensity tracks how concentrated the stakes are. A system that spreads assessment across GCSEs, AS/A-levels, coursework, and repeat sittings has less need for extraordinary single-day measures than a system where one morning effectively decides which university tier a student can reach.
A note on scale, not judgement
None of this means one country's students face more pressure to cheat than another's, or that any system is less trustworthy — the measures described here are largely successful, which is exactly why extreme steps like flight bans or signal-jamming rarely make headlines for going wrong. They're best read as evidence of how differently countries have chosen to structure the stakes of secondary and tertiary entry, not as a scorecard of honesty.
